PROCEDURES FOR PRIVATES

 

1. When does the draft age begin?

 

The draft age begins at the age of 19. When ascertaining the beginning of the draft age, the first day of January of the year one reaches 19 is taken as a basis.

 

2. What is the first roll-call?

 

a. Each year between 1– 30 January, the names of the obligors who have been identified to reach the draft age are promulgated by lists posted at the Mukhtar’s office or at another place where everyone can see in the absence of such an office by the Mukhtars, in locations where the obligors are registered to the Public Registration Office according to the Recruiting Office records. This promulgation is deemed a notice for the obligors.

 

b. Citizens who reached the draft age that year and whose names, for whatever reason, do not appear on the lists promulgated at the Mukhtar’s office in quarters or villages or whose names are accidentally written thereon have to apply to the Public Registration Offices until 5 February to have the necessary corrections made.

 

c. Those who have reached the draft age and who have not had their names registered at the birth registry or at the army register are called the unregistered.

 

3. What should do the citizens who are under the status ‘unregistered’?

 

Those who are unregistered should apply to the Recruiting Office together with their passport and photocopy. Thereof those who are residing outside of the TRNC should also bring a document from the Police to document their records of exit from and entry to the TRNC.

 

4. What is the final roll-call?

 

In February, on dates determined and announced by the Security Forces Command via media organs, the first roll-call of obligors due that year as well as the final roll-calls of those that were left to the following year by the roll-call committee during the final roll-call of the previous year are made.

 

5. Who is a pre-registration draft evader?

 

a. Those who are not present at the announced location on the announced date without a legitimate excuse and thus fail to attend the roll-call are called pre-registration draft evaders.

 

b. Those who are subject to postponement and who have completed or have decided not to complete their education, graduate study or internship as well as those whose right to

postpone is still in effect have to apply to the Recruiting Office to have the necessary registrations made within three months following the date of their graduation, or of their decision not to complete or of the end of the postponement. Those who fail to do so become pre-registration draft evaders.

 

c. The name lists of draft evaders are sent to General Directorate of Police by the Recruiting Office.

 

6. What is the penalty for a pre-registration draft evader?

 

The provisions of the law for military offences and penalties are applicable to the pre-registration draft evaders. Those who commit the offense of being a pre-registration draft evader pay a fine equivalent to ¼ of the minimum wage in force at the time of the commitment of the offense.

 

7. How is the military service done?  How long is the term of service?

 

The military service:

 

a. is 15 months as a private

b. is 12 months as private (Those who are graduated from vocational high school and decided to join military forces within that year and those who graduated from apprentice school and have monitorial certificate)

b. is 12 months as a reserve officer

c. is 12 months as a reserve sergeant

d. is 8 months as a short-term private (not applicable due to lack of resources)

e. is 1 month in paid military service.  

 

8. How many people are conscripted every call year?

 

The required number of reserve officers and sergeants and the number of privates who will be conscripted every call year are determined by the Security Forces Command. 

 

9. Who is a post-registration draft evader?

 

Those who are decided to be drafted after having participated in the roll-call and who fail to join the training unit at the time indicated are called post-registration draft evaders. The post-registration draft evaders are handed over to the training unit or to other units when they are caught by the Police.

 

10. Is there a penalty for a post-registration draft evader?

 

The provisions of the law of military offences and penalties apply to the post-registration draft evaders. Those who commit the offense of being a post-registration draft evader pay a fine equivalent to ½ of the minimum wage in force at the time of the commitment of the offense.
