DEFINITION OF MOBILISATION OF VEHICLES

 

It denotes the collective activities of identification and allocation of all kinds of vehicles, marine crafts, aircrafts and transport companies, planning and implementation of the plans in cases of war and mobilization as well as conducting exercises for the purpose of testing.

 

THE SCOPE OF MOBILISATION OF VEHICLES

 

1.         The TRNC Security Forces Command determines the authorities which identify the need for vehicles and make and implement procurement plans in cases of extraordinary situations and mobilisation as well as the basis and procedures required by the tasks, powers and responsibilities of such authorities.

 

2.         Mobilisation of Vehicles involves the formal and semi-formal government institutions of the TRNC, municipalities, private institutions, natural and legal persons who fall into the scope of mobilization of vehicles and other authorities written in the Regulations as well as the tasks, powers and responsibilities of such authorities and the basis and procedures required by the responsibilities thereof.

 

3.         Formal and semi-formal government institutions of the TRNC, municipalities, private institutions and all natural and legal persons who fall into the scope of mobilization of vehicles are obliged to put all the motorized and non-motorized vehicles and work machines that would be needed by already established units or other units and institutions to be formed at mobilisation under the TRNC Security Forces Command’s order for the purpose of preparation, identification and training during peacetime or for the purpose of providing services for the Command that is given a mobilisation mission order during mobilisation as well as to attend the resource identification practices or provide any requested resource information.

 

GENERAL PRINCIPLES ABOUT MOBILISATION OF VEHICLES

 

1.         The mobilisation system of the TRNC is “General Mobilisation”. No separate declaration and announcement for mobilisation of vehicles is made in case of extraordinary situations and mobilisation.

 

2.         Pursuant to Article 4 of the Mobilisation Law, individuals who are liable in terms of mobilisation of vehicles should complete the preparations related himself and his vehicle and bring the vehicle in a sturdy state along with its toolkit and spare parts to the unit or institution it was assigned to within three hours of the mobilisation announcement by deeming the mobilisation mission order which they have signed as a “Fetching Order”.

 

3.         The mobilisation of vehicles and personnel is conducted in a coordinated manner by the TRNC Security Forces Command. The liable driver of the vehicle fulfils his mobilisation duties  at the unit which his vehicle is assigned to.

 

4.         The owner of a vehicle is obliged to take his vehicle to the unit it is assigned to and serve there until the vehicle is handed to a liable or military personnel who can drive it even if the owner is outside the range of age eligible for mobilisation.

 

5.         After the announcement of mobilisation, the need for supply and maintenance for all vehicles are done by the military units and institutions which the vehicles are assigned to. Special precautions are taken by units and institutions in that regard.

 

PREPARATIONS FOR MOBILISATION OF VEHICLES

 

1.         The identification and planning of vehicle needs,

 

2.         The identification of sources of vehicles,

 

3.         The assignment of resources according to needs and notification processes of the individuals who are liable to the vehicle assigned for mobilisation, with a mobilisation mission order,

 

4.         The check, call, conscription and receipt procedures for the vehicles,

 

5.         Testing of the methods for the mobilisation of vehicles.

 

THE LIABILITIES OF INDIVIDUALS WHO WERE GIVEN MOBILISATION MISSION ORDER FOR VEHICLES

 

1.         Individuals who receive mobilization mission order for vehicles or individuals liable for mobilisation who are included in the providers’ list without receiving a mobilization mission order for vehicles are obliged to inform any address changes or potential changes with regard to the situation of their vehicles to the Recruitment and Mobilisation Office within 3 days.

 

2.         Those who are called to the Recruitment and Mobilisation Office of the Security Forces Command for the procedures of mobilisation of vehicles should abide by this call within the designated time period.

 

3.         The area a motorized vehicle of land, sea and air traffic or a mobile machine to be located during mobilisation is documented by the mobilization mission order for vehicles. Mobilisation mission order for vehicles is kept together with the vehicle registration document. The responsibility and liability arising of this document rests with the most recent owner of the vehicle.

 

4.         The owner of the vehicle with an assigned order for mobilization of vehicles is obliged to deliver said order to any third person while transferring the ownership of the car.

 

VEHICLES THAT ARE EXEMPTED FROM MOBILISATION TRIAL EXERCISES

 

1.         The formal and private vehicles of individuals with foreign nationalities or of chiefs of foreign diplomatic missions as well as any and all kinds of vehicles belonging to foreign government representatives are exempted from the mobilisation liability.

 

2.         Vehicles of formal, semi-formal and private institutions and establishments which are decided to continue their normal activities under extraordinary situations by the Council of Ministers are not assigned mobilisation missions if they are subjected to postponement.

 

3.         Vehicles which are assigned to civil defence services by the Security Forces Command are exempted from mobilisation missions.

 

TRIAL EXERCISES FOR MOBILISATION OF VEHICLES

 

1.      Trial exercises for mobilization of personnel and vehicles are carried out together with the purposes of testing the system of mobilisation of vehicles, training the relevant personnel in terms of vehicle mission calls and taking delivery of vehicles and finally identifying current problems to take remedial action.

 

2.      Considering the training needs and the availability of budget, planned mobilisation testing exercises, and when needed, backup exercises are carried out by the suggestion of the Security Forces Command and the approval of the Council of Ministers. The duration of the mobilisation trial exercises does not exceed 30 days per year.

 

3.         The preparation and communication of vehicle mobilization exercise invitations for Mobilisation Trial Exercise and Refresher Training is done by the Recruitment and Mobilisation Office.

 

4.         Mobilisation mission order for vehicles is cancelled in the event that the following shall occur and are proved with formal documents:

 

            a.         Change of ownership of the vehicle (with Vehicle Registry document)

            b.         Death of the vehicle’s owner (with Death Certificate)

            c.         When the vehicle owner settles abroad,

            d.         When the vehicle is wrecked.
