MOBILISATION OF PERSONNEL

 

DEFINITION OF MOBILISATION OF PERSONNEL

 

1.         Providing and training an adequate number of personnel fit for mobilisation purposes during peacetime and mobilisation and calling citizens to arms in case of mobilisation for the purpose of completing the mobilised personnel cadre of the Security Forces Command and providing sufficient personnel to the Regional Defence Units in case of mobilisation are all procedures and services related to mobilisation of personnel.

2.         Civilians, formal and semi-formal government institutions and private institutions are obliged to fulfil the liabilities related to roll call check, call and conscription, training and call to arms to be imposed on them pursuant to Mobilisation Law and Regulations (649/94).

 

PURPOSE AND DURATION OF MOBILISATION TRIAL EXERCISE AND REFRESHER TRAINING

 

Mobilisation trial exercises and refresher training facilitate inspecting the methods of mobilisation and refreshing the training of reserve personnel and also allow the occasional organization of units with little or no key staff which will be formed during mobilisation, together with all their related structures. Mobilisation trial exercise and refresher training are carried out for designated durations at designated units and/or institutions with the proposal of the Security Forces Command and the decision of the Council of Ministers.

 

MOBILISATION ANNOUNCEMENT 

 

1.         Mobilisation announcement is made openly or confidentially when required.

 

            a.         Open Announcement of Mobilisation: This is the announcement of mobilisation to the whole country, including even the smallest civil and military organizations, by using all means of press and media as based on the principles of the Security Forces Command Alarm System. All the ministries make this announcement known in their own organizations according to their own alarm systems.

            b.         Confidential Announcement of Mobilisation: This is the confidential announcement of mobilisation using special call signals to the reserve personnel by the Security Forces Command.

 

THE MAIN ACTIVITIES OF MOBILISATION OF PERSONNEL

 

1.         To increase the Security Forces Command’s personnel number up to the mobilised organization and cadre level.

2.         To provide back-up personnel in order to meet personnel attrition that can occur during mobilisation.

3.         To test the methods for calling up of reserve personnel.

4.         To refresh and enhance the level of training of the reserve personnel that was reached at the time of active duty.

5.         To test the methods for calling up of reserve personnel with special call signs when needed.

 

SITUATIONS REQUIRING ALTERATIONS IN THE MOBILISATION MISSION ORDER

 

1.         Any possible changes in the mobilisation system already in place at the Security Forces Command,

2.         The cancellation of certain mobilisation missions as a result of improvements in mobilisation preparations due major abolitions and adjustments of and alterations in the location and organization of units and institutions and requiring to assign mobilisation missions to some liable individuals anew,

3.         Assignment of mobilisation missions to those who had not been given missions previously due to their excuses in case their excuses shall cease to have validity or when needed,

4.         The inclusion of newly discharged young individuals to mobilisation setup,

5.         In cases of alterations in the status of units.

 

THE CANCELLATION OF MOBILISATION MISSION ORDER

 

1.         After having been given, the Mobilisation Mission Order of the following is cancelled; a.Those who die,

       b. Those who stay in prison for more than five years,

       c. Those who are not found to be suitable for military service by the Military Hospital Medical Board report as per the Security Forces Command Health Capacity Regulations,

      d. Those who serve in the cadre subject to postponement and the mission of whom are postponed according to these regulations,

      e. Those who stay abroad for more than one year,

      f. The Mobilisation Mission Order of the personnel who fall outside the age range determined by the Security Forces Command according to need and resources are included in the Mobilisation Mission Order Completion Group, starting from those with oldest birth dates. Subsequently, the Mobilisation Mission Order is cancelled at the age of 49.

 

2.         Reserve officers and reserve non-commissioned officers whose mobilisation missions are cancelled are summoned to the Recruitment and Mobilisation Office and the first copy of the mobilisation mission order is claimed back. By writing to the related unit, the second copy of the mobilisation mission order is also requested back. After Military Recruitment and Mobilisation Office attaches the third copy, the orders are placed in the individual’s personal folder and “Mobilisation Mission Order cancelled” is written in the reserve check book of the individual.

 

3.         Reserve active or reserve officers and non-commissioned officers are obliged to report any changes in ID, address and health situations to the Recruitment and Mobilisation Office within 15 days.

 

CHECKS FOR RESERVE RANK AND FILE

 

1.         The checks of reserve rank and file are carried out via a centralized system between 01 JANUARY and 01 JUNE by the Recruitment and Mobilisation Office according to the year of birth. When required, the checks can be done jointly with the Mukhtars, Office of the District Governor, Police Headquarters and Post Office or Telecommunication Office. Dates of the check can be lengthened or shortened.

 

2.         Reserve rank and file are obliged to respond to calls made and attend the checks according to the Article 23, Sub-article 7 of the Mobilisation Regulations (649/94).

 

3.         Individuals who are abroad, at rest with a medical board report, imprisoned or have similar excuses during the reserve rank and file check should have their checks done within 15 days after their excuses are no longer valid.

 

POSTPONEMENT PROCEDURES

 

The exercises of;

1.         Those who will be abroad for their treatment or that of a first degree relative and prove it with a formal document,

 

2.         Those who certify that they continue their education abroad or within the country with a student certificate or any document evidencing specialization to be obtained from the ministry responsible for education,

 

3.         Those who are assigned abroad by formal or semi-formal institutions,

 

4.         Those who prove that they have to be on duty for technical and economical contribution to the government,

 

5.         Those who prove their illnesses with a report stamped by any one of the hospitals affiliated to the ministry responsible for health in the TRNC are postponed to a future date. The exercise is also postponed for those who get reports from a private hospital or clinic if the report is approved by the ministry responsible for health or by a doctor serving in a Command to be determined by the Security Forces Command.

 

6.         Those who inform the Recruitment and Mobilisation Office in writing that they will be abroad on the day of the mobilisation trial exercise and bring entry – exit documents obtained from the Police Headquarters upon their return (including those who leave the island from the territory of Greek Cypriot Administration and bring entry – exit documents obtained from the Police Headquarters upon their return).

 

7.         The exercise and training liabilities of those with excuses other than the ones mentioned above who apply to the Recruitment and Mobilisation Office prior to the date of mobilisation are postponed to another date if the excuses are accepted as reasonable by the Command.
