DEFINITIONS

 

Mobilisation:

 

It refers to the process by which all the material and moral power and resources of the Turkish Republic of Northern Cyprus are prepared, organized and utilized by passing from a state of peace to a state of war to meet wartime requirements.

For this reason, necessary information about the resources pertaining to personnel, vehicles as well as goods and services is provided by the SECURITY FORCES COMMAND and necessary precautions are taken to meet the requirements sufficiently, timely and consistently at the place of need.

 

Peacetime:

 

It refers to the time period other than the period between the start and end of mobilisation.

 

State of War:

 

It refers to the period of time between the declaration of war and the abolishment of this state where rights and freedom are either partially or completely limited by law.

 

Mobilisation Period:

 

It expresses the period of time between the declaration and end of mobilisation.

 

Declaration of Mobilisation:

 

The Council of Ministers declares mobilisation if it deems fit as per a proposal by the Security Forces Commander after taking the opinion of the latter. The declaration is made in cases of war, events that can lead to war or situations arising within the sovereign territory of the TRNC which are against the Constitution or rule of law.

 

Mobilisation of Personnel:

 

It refers to all the procedures and services which comprise provision and training of an adequate number of personnel during peacetime and mobilisation who are suitable for mobilisation purposes as well as calling citizens to arm in case of mobilisation in order to complete the mobilised personnel cadre and provide personnel to the Regional Defence Units to be formed in case of mobilisation.

 

Mobilisation of Vehicles:

 

Provided that the relevant rules and procedures will be established by the Mobilisation Regulations; citizens, formal and semi-formal government institutions and private institutions are obliged to make available to the Security Forces Command upon its request their motorized and non-motorized vehicles which may be needed by the Security Forces Command or Regional Defence Units to be formed in case of mobilisation as well as to attend the preparations, identifications and trainings to be conducted at peacetime or during mobilisation in relation to mobilisation of vehicles to the extent that their obligations shall require.

 

Mobilisation of Goods and Services:

 

Provided that the relevant rules and procedures will be established by the Mobilisation Regulations; citizens, formal and semi-formal government institutions and private institutions are obliged to provide the movable and immovable properties they own or possess to the Security Forces Command upon its request during mobilisation in order to meet the needs of the Security Forces Command, the Regional Defence Units to be formed during mobilisation as well as the civilians at the war zone and to attend the preparations, identifications and trainings to be conducted at peacetime or during mobilisation in relation to mobilisation of goods and services to the extent that their obligations shall require.

 

Postponement:

 

It refers to the identification of some of the reserve personnel who work as specialists or technical staff in the government or in any and all kinds of institutions and establishments during peacetime prior to an extraordinary situation or the declaration of mobilisation and the postponement of their recruitment in case of an extraordinary situation or the declaration of mobilisation.

 

Mobilised Personnel:

 

This refers to the reserve personnel included in the mobilised personnel to increase a unit up to the mobilisation strength level or to enhance the unit’s force to a level allowed by the Security Forces Command.

 

Reserve Personnel:

 

This refers to the reserve active officers, reserve active non-commissioned officers and reserve rank and file included in the mobilised personnel to increase a unit up to the mobilisation strength level or to enhance the unit’s force to a level allowed by the Security Forces Command.

 

Mobilisation Mission Order:

 

This refers to the document delivered to the personnel at draft age during peacetime or following extraordinary situations or the declaration of mobilisation, which should accompany the individual at all times. It includes information about the location the personnel included in the mobilisation arrangements will head for when a mobilisation is announced, the time period in which he should join his unit as well as the cryptic name of the unit.

 

Call Up Invitation:

 

This refers to the invitation which ensures the reserve personnel (officers, non-commissioned officers as well as rank and file) or vehicles to participate in mobilisation trial exercises and refresher training. It includes information regarding the locations the reserve personnel will head for to receive reserve training, the mobilisation number of the unit to be joined, the cryptic name of the unit and the duration of the exercise.

 

Unit Mobilisation Number:

 

It refers to the number found on the mobilisation mission order that the individual is obliged to carry with himself at all times and used to keep the location and formation of the unit that the mobilised personnel will join confidential. It also refers to the numerical codes that allow the mobilisation trial exercises and refresher training to take place as based on calling up by the number.

 

Draft Age:

 

Pursuant to the TRNC Military Law (59/2000), this refers to the 30-year period beginning with the first day of January of the year every male citizen of the TRNC reaches the age of 19 and the first day of January of the year he reaches the age of 49.

 

State of Emergency:

 

As per Article 3 of the Law on States of Emergency, state of emergency refers to natural disasters, epidemics, grave economic depression or serious disruption of the public order due to the emergence of serious manifestations of widespread acts of violence aimed at eliminating the free democratic state of affairs based on the TRNC Constitution or to act of violence. 

 

Definition of Mobilisation of Vehicles:

 

This refers to the motorized and non-motorized special-purpose vehicles, work machines, tractors with rubber tires and any and all kinds of vehicles used for transportation through land, sea and air.

 

Mobilisation Mission Order for Vehicles:

 

This is the vehicle specific document that states the mission and location for any motorized vehicles pertaining to sea, land and air traffic or for mobile machinery during mobilisation. The responsibility and liability arising of this document rests with the most recent owner of the vehicle.

 

Allocation:

 

All vehicles, goods and services belonging to the institutions that are established under or controlled by the Ministries are allocated to the use of the Security Forces Command to meet its needs during mobilisation or war.

 

Goods:

 

All of the movables or immovable that are properties of an institution or an individual.

 

Services:

 

It denotes a specific effectors result obtained through production, maintenance, transportation, construction, organization, making available for use, leading and controlling a mission and similar activities carried out through work within a certain period of time in order to meet the needs.

 

Resources:

 

It refers to facilities, vehicles and manpower pertaining to public and private institutions and natural persons as well as any and all kinds of goods and services produced thereby.

 

Supplies:

 

It refers to food, feed, clothes, vehicles, weapons, ammunition, fuel, fuel oil and all kinds of materials and machinery necessary for equipping the Security Forces Command, forming new units and institutions during mobilisation and conducting maintenance works.

 

Protocol:

 

It denotes the document indicating the procedures which two or more public institutions of the government agree to follow reciprocally for preparation or implementation related to mobilisation or state of war.

 

Contract:

 

It denotes the document indicating the procedures which a public institution or organization and natural or legal persons agree to follow reciprocally for preparation or implementation related to mobilisation or state of war.
